SPEED INT'L provides expedited processing for the mandatory Madagascar BSC (Cargo Tracking Note). Ensure smooth customs clearance at Toamasina (Tamatave), Vohemar, and other major Malagasy ports with our expert certification services.
Q: What is the Madagascar BSC?
A: A cargo tracking note required by Madagascar customs for all imports.
Q: How long does BSC take?
A: Typically 1-2 working days after receiving your documents.
Q: What documents are needed?
A: Bill of Lading, commercial invoice, and packing list.
Q: What happens without BSC?
A: Cargo faces penalties and delays at Toamasina.
Q: Is the Madagascar BSC the same as BESC or CTN?
A: Yes. Madagascar BSC (Bordereau de Suivi des Cargaisons) is the same document other African countries call BESC or CTN - an electronic cargo tracking note filed with Malagasy customs before the cargo arrives.
Q: Is there a minimum cargo value for the BSC?
A: The filing applies from EUR 100 FOB upwards; shipments below that value are exempt. In practice almost every commercial shipment to Madagascar needs one.
Q: Which Madagascar ports require a BSC?
A: All ports of discharge. Toamasina (Tamatave) handles about 90 percent of the country container traffic. We also file for Antsiranana, Mahajanga, Toliara, Nosy Be and Ehoala.
Q: What documents are needed to file the BSC?
A: Bill of Lading (a draft is enough to start, the original is needed for validation), commercial invoice showing Incoterm, HS codes, currency and country of origin, freight invoice if the commercial invoice is FOB or EXW, packing list with container numbers and weights, customs declaration (EXA) and certificate of origin. Shipper and consignee must both be registered on the GasyNet platform.
Q: When should I apply for the Madagascar BSC?
A: As soon as you have the draft Bill of Lading. The certificate must be validated before the vessel arrives at the Malagasy port, and the BSC number has to appear on the Master B/L. Late filing risks fines, storage charges or refused clearance.
Q: Can the BSC be amended after it is validated?
A: Before validation, corrections are straightforward. Once validated, changes are restricted and usually cause delays at destination - which is why we check every B/L against the invoice and packing list before filing.
Q: Does the BSC apply to LCL and break bulk as well?
A: Yes. The requirement is attached to the Bill of Lading, not the container type, so FCL, LCL and break bulk shipments each need their own BSC number.
Q: How much does the Madagascar BSC cost?
A: The fee depends on cargo value and shipment details. Send us the invoice and packing list and we quote the BSC together with your freight, so there is no separate surprise.
